96. unclog truck traffic on Horsenden

Re-open Shivertown Road to truck traffic. currently all truck traffic has to continue down North Putt to Horsenden Road, which is much less safe, having many steep, blind turns. By spreading truck traffic so that every street has a little, no one street will have it all.
