19. develop a northern gateway into the village along route 32 north
Re-zone Route 32 North between the Salvation Army and Agway as high-density, mixed use development like downtown. This work was started several years ago; including having a well attended community visioning session and an initial report from Behan Planning, the firm hired by the Village to manage the project.
This is a nice idea, but it ignores reality. The feeling seems to be, “we love our downtown core, let’s replicate it.” But doing so would only endanger Main Street’s vitality. Especially because everyone seems to think bars and restaurants are what constitutes a downtown. These are also fickle sectors of the economy. Think of how much turnover (higher than a healthy rate) there has been in the restaurant spaces downtown. Ariel is still empty. Several other businesses are hanging by a thread. And extending Main Street-type development up Route 32 will both drive out needed service businesses and spread the quality-of-life problems that have yet to be resolved downtown.
It’s not much replication as expansion. There’s no need to necessarily pack it with bars and restaurants, and in fact, I think businesses in that area would be more likely to be patronized by folks who live on Sunset Ridge, Bonticou View and Huguneot Street, providing some services within walking distance that currently require those folks to get in their cars.
Also, I don’t see anything that would prevent the types of businesses currently on Route 32 from being driven out. The building and lot layouts may change, but there’s no reason why you couldn’t have a transmission repair shop and an Agway in a more pedestrian-friendly street design.
